Winnshiek County Releases

Update 11/5/2024: Kurt P. Krauskopf (47) had his initial appearance yesterday at the Winneshiek County Jail with Magistrate Moonen. Magistrate Moonen reduced his bond from $50,000 cash to a signature bond. Subsequently, Krauskopf was released from jail.

Incident: Felony Theft Investigation/Search Warrant

Charges: Class B Felony Ongoing Criminal Conduct, 2 counts of Class C Felony Theft 1st Degree and Class D Felony Theft 2nd Degree.

Location: 350th Street, Decorah, Iowa


Incident Details: Following a lengthy investigation by the Winneshiek County Sheriff’s Office, on October 30, 2024, around 4:15 pm the Winneshiek County Sheriff’s Office executed a search warrant at a residence on 350th Street in Winneshiek County. Subsequently, charges were filed, and an arrest warrant was issued. On November 4, 2024, at 9:15am Kurt Krauskopf was arrested and booked into the Winneshiek County Jail.


  • Kurt P. Krauskopf (47) of rural Decorah, Iowa, was charged with: Class B Felony Ongoing Criminal Conduct, 2 counts of Class C Felony Theft 1st Degree and Class D Felony Theft 2nd Degree.


The Winneshiek County Sheriff’s Office was assisted by the Winneshiek County Attorney’s Office. This case remains under investigation with additional search warrants, arrests, and charges pending.


Winneshiek County Authorities report that on November 1st an accident occurred at 10:05pm on North Winn Road. 44-year old Joshua John Phillips of Decorah was operating a 2018 Volkswagon SUV. Phillips was eastbound and failed to stop at the intersection of 350th Street. The Phillips vehicle was struck broadside by a 2021 Mazda SUV operated by 64-year old Steven Lynn Fossum of Mabel, Minnesota. Fossum was helped out of the vehicle by EMS. Fossum and a passenger were transported to WinnMed ER. Both vehicles were totaled. Phillips was charged with failing to stop or yield at the intersection.


Winneshiek Countu Authorities released information on a one-vehicle accident. The accident occurred on October 31st at 11:05pm on Park Street in Spillville. Authorities were notified of a parked vehicle that was struck in front of 110 Park Street. Damage toaled seven-thousand. On November 1st, 44-year old Scott Robert Balik of Spillville called in to advise he was operating a 2014 Volkswagon Jetta and struck the parked vehicle. No injuries reported. The accident remains under investigation.
