Incident Details: On February 27, 2025, at approximately 02:04 pm a Winneshiek County deputy noticed a vehicle driving past him and recognized the male driver as having a barred driver’s license and an active arrest warrant. The deputy initiated a traffic stop and witnessed the male driver and female passenger switching seats. During the investigation deputies smelled the odor of burnt marijuana coming from the vehicle.
The male, Benjamin Silva-Pinales, had an active arrest warrant out of Bremer County, Iowa. Silva-Pinales was arrested and transported to the Winneshiek County jail for Aggravated Misdemeanor Driving While Barred, Serious Misdemeanor Possession of Controlled Substance (marijuana) and Simple Misdemeanor Interference with Official Acts.
The female, Pasian Peggy Alas, was arrested and transported to the Winneshiek County Jail for Serious Misdemeanor Possession of Controlled Substance (marijuana) and Simple Misdemeanor Interference with Official Acts.
