Vehicular Homicide Charge




  • On October 13th, 2024, at approximately 11:39 AM the Clayton County Sheriff's Office took a report of a car vs UTV crash on Grandview Rd near Falcon Ave. Upon arrival, it was determined a 2023 Can-Am Defender operated by Randy McMillin (63) of rural Elkader was traveling westbound on Grandview Road and was attempting to turn into a private drive when he was struck from behind by a 2009 Ford Focus operated by Susan Steve (63) of Elkport. The collision caused the UTV to overturn and McMillin and his passenger were both ejected. McMillin was pronounced dead at the scene. His passenger Mary Ann McMillin (61) of rural Elkader was airlifted to the University of Iowa Hospitals & Clinics in critical condition. Steve was uninjured in the crash.


Upon completion of an investigation Steve was found to be under the influence of a controlled substance at the time of the crash. Steve is being charged with vehicular homicide a class B felony, serious injury by vehicle a class D felony, possession of marijuana a serious misdemeanor, possession of drug paraphernalia a simple misdemeanor, and failure to stop in a safe and assured distance a simple misdemeanor. Assisting the Clayton County Sheriff's Office on scene was Mercy One Elkader Ambulance, Elkader Fire Department, Iowa State Patrol, Edgewood Auto and Tire, Grau Funeral Homes, and the Clayton County Medical Examiner.
