On December 29th, 2024, a Clayton County deputy initiated a traffic stop on Highway 56 near Delta Avenue (rural Elkader) for a traffic violation. Upon making contact with the driver, the deputy observed signs of impairment and began an OWI investigation. The investigation found that the driver of the vehicle was impaired, Heather Schissel (42) of Rossville, Iowa was taken into custody and charged with OWI 1st Offense (Serious Misdemeanor) and Speed (69 miles per hour in a posted 55 zone.)
On December 31st, 2024, at approximately 11:32 p.m., a Clayton County deputy initiated a traffic stop on Great River Road in the city of North Buena Vista for a speed violation (54 miles per hour in a posted 25 zone). Upon making contact with the driver, the deputy observed signs of impairment and began an OWI investigation. The driver was found to be impaired, Logan Ludovissy (23) of North Buena Vista was taken into custody and charged with OWI 2nd Offense, an Aggravated Misdemeanor.
In the early hours of January 4, 2025, Clayton County Deputies responded to a single-vehicle rollover near the intersection of Highway 52 and Acre Street in Guttenberg. When deputies arrived on the scene, they identified the pickup truck driver as Walter Justice (73). Mr. Justice exhibited numerous signs of impairment and after further investigation was criminally charged with OWI 1st Offense and an arrest warrant was issued. Mr. Justice was arrested on January 30th on the outstanding arrest warrant and found to be in possession of drug paraphernalia. Mr. Justice was additionally charged with possession of Drug Paraphernalia.
On January 23, 2025 at approximately 7:48 PM, Clayton County Deputies were attempting paper services in the area of Edgewood. Upon entering an apartment building, Deputies could smell the odor of smoked marijuana. Deputies made contact with Theresa Perez (47, Edgewood) who admitted to possessing marijuana and drug paraphernalia. Theresa was charged with possession of drug paraphernalia, a simple misdemeanor.
On January 25, 2025 Clayton County Deputies conducted a traffic stop on a vehicle for erratic driving and speed in Guttenberg Iowa. During the traffic stop the driver (Asterio Tawanpiy) showed signs of impairment. After further investigation, the driver was arrested and charged for OWI 1st offense and booked into the Clayton County Jail.
On January 27, 2025 at approximately 2:15 A.M. Clayton County Deputy was on routine patrol and observed a vehicle that appeared to be driving slower than the posted speed limit. The vehicle accelerated and decreased speed as the Deputy was following it. The vehicle then pulled over onto the shoulder of the roadway and the driver turned off the headlights as the Deputy drove by. The Deputy conducted a welfare check on the vehicle, upon making contact with the vehicle it was determined a male was asleep behind the wheel with the vehicle still running. After further investigation, the driver was identified as Matthew Jude Kindl age 50 of Cedar Rapids. The Deputy performed Standardized Field Sobriety Test on Matthew, and he showed signs of impairment. Matthew was then transported to the Clayton County Sheriff's Office. The Deputy was granted a search warrant for a sample of Matthew’s breath. Matthew was placed under arrest for Operating While Intoxicated 3rd or Subsequent Offense and Operating Without Interlock. Matthew was then turned over to jail staff.
On January 31, 2025 Clayton County Deputies conducted a traffic stop on a vehicle due to the registered owner's Iowa driver's license status. The driver of the vehicle, Joshua Murray 32, of Monona, IA was identified. Mr. Murray’s Iowa driving status is Barred. Mr. Murray was placed under arrest and charged with Driving While License Barred and other traffic offenses.
On February 2nd, 2025, at approximately 2:45 a.m., Clayton County deputies took Justin Conway (39) of Waukon, IA into custody on an active Clayton County arrest warrant for Interference with Official Acts. The Clayton County Sheriff's Office was assisted by the Waukon Police Department.
