Murder Charge

On July 23rd at approximately 01:45 AM the Dubuque Police Department responded to 1373 Iowa St Apt. 1 for the report of a subject found deceased in the apartment.  Officers arrived on scene and located an adult female dead inside.


The deceased female subject has been identified as Michelle Catherine Kinney, 53, the tenant of 1373 Iowa St #1.  Kinney suffered puncture wounds to her body. The official cause and method of death is yet to be determined by the State Medical Examiner.


Investigators processed the scene and reviewed City of Dubuque traffic camera footage.  The footage showed Kinney walking to her residence with a male subject on the night of July 21st.  The subject was later observed leaving Kinney’s apartment and walking to the Next Phase bar located at 1902 Central Ave.  The subject was later arrested at the bar on unrelated charges after he caused a disturbance. The subject was identified as Garry Cornell James, (53), no permanent address.  


James has been held in the Dubuque County Jail since his arrest on July 21st.  Evidence located on James’ clothing corroborated evidence located in Kinney’s apartment.  James has been charged with Murder in the 1st Degree.  Murder in the 1st Degree is a Class A Felony punishable by life in prison.  James is still being held in the Dubuque County Jail, awaiting his initial court appearance on the new charge.
