Kidnapping Charge

On 6/6/2018 the Fayette County Sheriff’s Office was notified that on 6/4/18 two thirteen year old females were picked up without permission and or knowledge of there parent and or guardian, in 100 block of East Bradford West Union, by a nineteen year old male. The two thirteen year old females then were driven out in the county where the girls were taken to a remote area north of West Union and allegedly sexually assaulted by the same 19 year old male. The females were returned to West Union same day. Upon completion of the  investigation Wilmer Elias Soy, age 19 of Postville was taken into custody on 6/21/18. Soy was transported to the Fayette County Jail and charged with Kidnapping in the first degree, a class “A” felony. Soy is currently being held on $250,000.00 bond. Kidnapping is kidnapping in the first degree when the person kidnapped, as a consequence of the kidnapping, suffers sexual abuse. Kidnapping in the first degree is a class A felony. If convicted Soy could face life in prison without the chance of parole. The Fayette County Sheriff’s Office along with the Domestic and Sexual Abuse Response Team (DASART), assisted the two female victims by providing them with resources to help them and their families throughout this process.  The Winneshiek County Sheriff’s Office also assisted in the investigation.
