Volga Council

The Volga City Council met for a work session on Monday, May 14, 2018 at 5:30pm in the Volga City Hall. Michelle Barness, Upper Explorerland Regional Planning Commission reviewed the Model Code for changes to be incorporated into the City Code update, to be approved at a later date. Pete Duff, Jerome Godson, Elaine Follon, Mike Howard, and Michelle Barness were present.

Mayor Pete Duff opened the Public Hearing for the consideration of amendments to the FY 17-18 Budget at 7:02pm. Council members Dennis Christeleit, Elaine Follon, Dave Armoto, Jerome Godson and Mike Howard were present. No comments were received. Godson motioned to adjourn. Follon seconded. All voted in favor. The Public Hearing was closed at 7:04pm.

Mayor Pete Duff call the regular monthly Council meeting to order at 7:00pm. Council members Dennis Christeleit, Jerome Godson, Dave Armoto, Elaine Follon and Mike Howard answered Roll Call. Glenna Whitford, Carol Crandall and Rebecca Spielbauer were also present.

The Consent Agenda was presented with the following items: 1) Minutes, 2) Claims, 3) Treasurer’s Report, 4)

Bank Reconciliation Report – April 2018, 5) Monthly Budget Report, 6) Building Permit Application: Don Dunbar, 403 Cedar West Street, 7) Application for Liquor License: VCTC Inc, 609 Washington Street, and 8) Posting of Consumer Confidence Report for Water Samples collected in 2017. Motion by Christeleit. Second by Follon. All voted in favor. Motion carried.

Follon motioned to move the picket fence agenda item. Godson seconded. All voted in favor. Motion carried.

Glenna Whitford and Carol Crandall presented information on restoring the Armed Services Monument located between the City Hall/Library building and Volga City Vet Clinic. They requested installation of a section of picket fence section in that area. Palas provided an estimate of $80 for installation. Motion by Howard to approve installation. Second by Follon. All voted in favor. Motion carried. Motion by Follon to pay for installation and any extra fencing components from the remaining Visioning Fund. Second by Howard. All voted in favor. Motion carried. Council thanked them for the cleanup they had completed and the work they are doing.

Becky Spielbauer presented the Summer Reading Program Libraries Rock! She would like to involve all ages through a Kindness Rocks! Project and requested permission to place the painted rocks on public and park property during the summer months. She updated Council on ideas for a reading incentive program and a strategic plan requirement requiring a focus group from the community. Motion by Godson to place the Kindness Rocks! project on public property, taking mowing into consideration. Second by Christeleit. All voted in favor. Motion carried.

Lyle Klingman entered the meeting

Council discussed storage options for the current contents in the Marion Street storage building. Howard presented a plan to add on an enclosed area (13’x14’) to the back of shop. Use of existing steel would help to keep costs down. Howard has discussed plans to move the items with Vic Haynes. Motion by Follon to purchase the materials and get quotes for the labor to install. Second by Godson. All voted in favor. Motion carried.

Council discussed options for removal of the Marion Street storage building. Lyle Klingman offered to remove the structure. Motion by Follon to sell the structure only, no underlying real estate to Lyle Klingman for $1 and he agrees to remove the structure within 60 days of notification that contents are removed. Second by Christeleit. All voted in favor. Motion carried. Mayor Duff presented Resolution 2018-5: A Resolution proposing the sale of Marion Street Storage Building (Building only, not underlying Real Estate) in the City of Volga City, Iowa. Motion by Follon to approve the Resolution. Second by Howard. A Roll Call vote was taken. Ayes: Armoto, Follon, Howard, Christeleit, Godson Nays: none. Motion carried.

Council discussed options and feasibility of housing the backhoe tractor. No action was taken as it was determined not practical due to the space requirements of additional equipment.

Council discussed options for the fuel tank. Motion was made by Godson to maintain fuel in barrel until it can be moved to new storage. Second by Howard. All voted in favor. Motion carried.

Council reviewed bids submitted for FEMA PW68: Debris removal at Cass Street bridge and floodgate to accept any or all bids received. Motion by Godson to accept bid from Ethan Koehn Construction. Second by Howard. All voted in favor. Motion carried.

Mayor Duff presented Resolution 2018-3: A Resolution setting the salaries for the appointed employees of the City of Volga City, Iowa starting July 1, 2018. Motion by Howard to approve the resolution. Second by Follon. A Roll Call vote was taken. Ayes: Armoto, Follon, Howard, Christeleit, Godson Nays: none. Motion carried.

Mayor Duff presented Resolution 2018-4: A Resolution for the Certification of Amendments to FY 17-18 City Budget. Motion by Christeleit to approve the Resolution. Second by Godson. A Roll Call vote was taken. Ayes: Armoto, Follon, Howard, Christeleit, Godson Nays: none. Motion carried.

Motion by Armoto to approve dust control application on Butler and Buchanan Street, for two applications this year. Second by Howard. Ayes: Follon, Godson, Armoto, Howard. Nay: Christleiet. Motion carried.

Delinquent Utilities were discussed and shut offs and lien notices approved.

Motion by Godson to adjourn. Second by Follon. All voted in favor. Meeting was adjourned at 8:45pm.
