Council Chambers, City Hall, February 5, 2018, 6:00 P.M.

West Union City Council met February 5, 2018 at 6:00 P.M. at Council Chambers with Mayor Adam Keller presiding, and began with the Pledge of Allegiance.

Attendance Roll call: Present –Smith, Stansbery, Gumm, Granger, and Bentley

Absent: None

Approval of the Motion was made by Stansbery, seconded by Granger, to approve the agenda

Agenda amending #8 and #9 as presented on the revised agenda. All Aye. Carried.

Approval of the Motion was made by Gumm, seconded by Granger, to approve minutes of

Minutes the January 22, 2018 regular meeting as presented. All Aye. Carried.

Review Semi-Annual Lucas Elsbernd, Fehr Graham, presented to Council the semi-annual report

Report to EPA submitted to the EPA as required in the Order of Compliance Consent.

Review Public Notice This notice is required to proceed with Phase II and compares what alternatives

For Antidegradation are available to meet DNR requirements. Fehr Graham recommends alternate 3,

Alternatives Analysis an AeroMod Activated Sludge Plant to replace the current trickling filter plant.

Resolution 2018-29 Planning and Zoning met a couple weeks ago on a request to rezone 10728 E. Main

Set Public Hearing property from R-2 to M-1 to allow for storage units. Gumm expressed concerns in

to ReZone E. Main land value for homes in the area if zoning is changed. Motion was made by

Property Stansbery, seconded by Smith, to set a Public Hearing for February 19, 2018 at

6:00 p.m. at council chambers. Granger Abstained; Rest All Aye. Carried.

Public Hearing to Motion by Stansbery, seconded by Gumm, to open the Public Hearing to vacate the

Vacate Easement in easement for a future street in Lot 2, Block 1, of the South Industrial Park. All Aye.

Industrial Park Carried. The street easement is no longer needed, and recommended by Planning

and Zoning to vacate. Hearing no comments or objections, motion was made by

Stansbery, seconded by Gumm, to close the Public Hearing. All Aye. Carried.

Resolution 2018-30 Motion was made by Gumm, seconded by Stansbery, to approve Resolution Approve Vacate of 2018-30 to vacate the easement reserved for a street in the Industrial Park in

Street Easement in Lot 2, Block 1, in the southeast quarter of the northwest quarter of section 20,

Industrial Park township 94 north, range 8, west of the 5th. All Aye. Carried.

Resolution 2018-31 Motion was made by Stansbery, seconded by Bentley, to approve Resolution

Approving PPE #4 2018-31 for $13,171.04 on partial pay estimate #4 to Ray’s Excavating for the

To Ray’s Excavating Equalization Bin and UV Project. All Aye. Carried.

Approve Furnace Steve Fate, Library Board President, advised Council they would like to put

Replacement at the 2 Geothermal furnaces in the Library to replace the 2 not working. T&A would

Library pay for 1 if the City could pay for the other. His lowest quote is from NEIA

Mechanical for $26,666. After some discussion, Stansbery made a motion to

approve as requested. Smith seconded. All Aye. Carried.

Approve Funding McIntyre presented a request for funding from Northeast Iowa Community Action

Request to NEIA which we have not contributed to in the past. With the assistance they give our

Community Action residents, and the EARL transit system here in West Union, he would like to see

support to them in some amount. Gumm made a motion to give $1,000, Stansbery

seconded. All Aye. Payment will be made from the new budget July 1.

Review City Budget McIntyre advised Council he made some changes to the Revenues and Expenses to

For FY18/19 get us in the positive. After some discussion, it was requested to lower Library

capital $5,000, and increase Fire capital to $15,000. Changes will be made so we

set the public hearing for March 5th.

Approve January Motion was made by Stansbery, seconded by Gumm, to approve January, 2018

Financials financials as presented. All Aye. Carried.

Next Council Next regular council meeting will be Monday, February 19, 2018 at 6:00 p.m.

Meeting in council chambers.
