Council Chambers, City Hall, January 2, 2018, 6:00 P.M.

West Union City Council met January 2, 2018 at 6:00 P.M. at Council Chambers with Mayor Adam Keller presiding, and began with the Pledge of Allegiance, and having outgoing Mayor Kent Halverson pass the gavel to incoming Mayor Adam Keller.  Keller presented Halverson with a certificate for his 6 years of service as Mayor, and all Council Thanked him for his service.


Attendance Roll call: Present –Smith, Stansbery, Bentley, Gumm and Granger

Absent: None

Approval of the Motion was made by Gumm, seconded by Stansbery, to approve the agenda

Agenda as presented.  All Aye.  Carried.


Approval of the Motion was made by Granger, seconded by Stansbery, to approve minutes of

Minutes the December 18, 2017 regular meeting as presented.  All Aye.  Carried.


Updates from Dick Woodard represented the West Union Energy District with an update on the

West Union Energy geothermal usage in the downtown businesses.  Current usage is 211.5 tons, and

District Bank 1st should be on in March or April, adding about 40 tons.  Current lease with

the City expires in November, 2018, so will need to decide how to proceed.   


Annual Library Library Director Jill Clark presented the Annual Library Report to Council and

Report advised the numbers are steady with last year’s report.  


Public Hearing for Motion was made by Gumm, seconded by Stansbery, to open the Public Hearing

Allamakee-Clayton on entering into a loan for the WWTP project for $360,000 with Allamakee-Clayton

Loan for $360,000 Electric Cooperative.  All Aye.  Carried.  After no comments were received, Gumm

made a motion to close the Public Hearing, Stansbery seconded.  All Aye.  Carried.


Resol. 2018-23 Motion made by Granger, seconded by Gumm, to approve entering into a 0% loan

Approving Loan with for $360,000 for up to 10 years for costs incurred in the Wastewater Treatment

Allamakee-Clayton Plant Project with Allamakee-Clayton Electric Cooperative.  All Aye.  Carried.


Public Hearing to Motion was made by Stansbery, seconded by Gumm, to open the Public Hearing

Issue Sewer for the issuance of Sewer Revenue Bonds for $319,000.  All Aye.  Carried.

Revenue Bond After no comments were received, motion to close the Public Hearing was made by

Stansbery, seconded by Gumm.  All Aye.  Carried.


Resolution 2018-24 Motion was made by Stansbery, seconded by Gumm, to approve issuance of

Approving SRF Sewer Revenue Bonds for $319,000 for 20 years at 1.75% with Iowa Finance

Sewer Revenue Bond Authority.  All Aye.  Carried.


Resolution 2018-25 Per Jon Biederman, this is to close out the Franklin Street Bridge Project and pay

Accepting Franklin the 5% retainage fee of $12,481.31.  Motion was made by Gumm, seconded by

Street Bridge Project Stansbery, to accept the project and pay the retainage.  All Aye.  Carried.


New Committee Keller presented committee appointments for the new council.  Stansbery expressed

Appointments interest in the police committee.  Stansbery made a motion to table until further

discussion, Granger seconded.  All Aye. Carried.


Approve Kent Motion was made by Granger, seconded by Stansbery, to approve Kent Halverson

Halverson to Board to serve on the Board of Adjustments committee.  All Aye.  Carried.

Of Adjustments


Approve Matt Motion was made by Stansbery, seconded by Bentley, to approve Matt Henderson

Henderson to P&Z to the Planning & Zoning Commission.  All Aye.  Carried.


Next Council Next regular council meeting will be Monday, January 15, 2018 at 6:00 p.m.
