Elkader City Council Proceedings

The Elkader City Council met on Monday, April 10, 2017 in regular session at 5:30 p.m. in the City Council Chambers, with Mayor Josh R. Pope presiding. The Pledge of Allegiance was recited and roll call was taken.

Roll call: Present: Kevin Lau, Roger Buchholz, Peggy Lane, Curtis Ruhser

Unable to attend: Daryl Koehn

Lane moved to approve the consent agenda. Buchholz seconded the motion.

Consent Agenda

Public comments Library Director Lisa Pope reminded the Council that it was National Library Week and several events are planned to recognize this.

Discussion/guidance on airport lease renewal As a follow-up to the questions about the City paying for insurance for the airport, the Council discussed this issue. They reviewed the annual report provided by the airport. The EDC did not provide a response so the Council asked them to consider, at their next meeting, if they feel there is an economic development justification for the City’s continued involvement with the airport. Staff is to follow-up on some additional questions.

Discussion/decision on FEMA project regarding terrace area behind businesses on North Main Street Council discussed that this repair project has not been approved by FEMA. Council indicated staff should look in to how to appeal this decision. They also discussed options if the appeal was not granted.

Approval of hotel/motel tax rebates Ruhser moved to approve hotel/motel tax rebates for Deer Run Resort, in the amount of $621.74, and Elkader Jail House Inn, in the amount of $932.00. Lane seconded the motion. Council also indicated they would like to review this program in a month.

Approval to close South Main Street from Boardman Street south and to close Boardman Street SW from S. Main Street to First Street SW for Neighborhood Night Out at Founders’ Park sponsored by 5C Coalition and hosted by Elkader Police Department on Tuesday, August 8, 2017, from 6:00 p.m. to 8:00 p.m. Lane moved to approve this request. Lau seconded the motion.

Administrative staff update Staff updated the Council on several issues and received guidance on the housing incentives, which will be brought back to the Council.

Questions and concerns of the council The Mayor indicated they are waiting for a site plan from the architect and a response to the questions/concerns he sent to the developer.

Adjournment Buchholz moved to adjourn. Ruhser seconded the motion. Council voted unanimously to adjourn. Mayor Pope indicated the meeting was adjourned at 6:52 p.m.
