Volga Council

The Volga City Council held its regular monthly meeting on Monday, April 10, 2017. Mayor Pete Duff called the meeting to order at 7:00pm in the Volga City Hall. Council members Elaine Follon, Carrie Taylor, Jerome Godson and Mike Howard answered Roll Call. Tom Klingman, Tom Crandall, and Lyle Klingman were also present.

The Consent Agenda was presented with the following items: 1) Minutes, 2) Claims,

3) Treasurer’s Report, 4) Bank Reconciliation Reports – March 2017, 5) Monthly Budget Report, 6) Floodplain Development Permit: Steve Bena, 302 White Street, 7) Building Permit: Doug & Pam Geuder, 309 Butler Street, and 8) Posting of 2016 Water Consumer Confidence Report. Howard motioned to approve the Consent Agenda as presented. Follon seconded. All voted in favor. Motion carried.

Tom Klingman discussed the upcoming Opera House event on May 12 in cooperation with Clayton County CAN. VCTC, Inc is requesting one block of White Street be closed off with barricades to help with crowd overflow during the event. In addition, they would like permission to close it off for future events. Jerome Godson motioned to allow use of the city barricades to close off one block of White Street for all upcoming events at the Opera House in the coming year. Motion died to lack of second. Godson motioned to allow use of city barricades to close off one block of White Street for the May 12 event, and to have a list of upcoming closure dates during events presented to Council for approval. In addition, parsonage residents will be notified of closure prior to event. Follon seconded. All voted in favor. Motion carried.

Tom Klingman discussed the potential use of the greenspace behind the Opera House and park restrooms for event camping (primitive only). Discussion followed regarding concerns for fires, neighbors, and capacity of restrooms. No action was taken to approve camping and it was suggested a shuttle service be provided by VCTC Inc to the campground. Klingman asked if a special rate for event camping would be available for the May 12 event. This topic would be placed on the Park Board agenda for April 20.

Lyle Klingman and Tom Crandall presented concerns to Council.

Mayor Duff presented Resolution 2017-06: A Resolution for the City of Volga, Clayton County Iowa, to enter into a 28E Agreement with Sperry Township within Clayton County, Iowa for Fire Protection. Taylor motioned to approve Resolution 2017-06. Follon seconded. A Roll Call vote was taken. Ayes:-Godson, Howard, Taylor, Follon. Nays: None. Resolution passed.

Mayor Duff presented Resolution 2017-07: A Resolution for the City of Volga to purchase an Access and Utility Easement. Howard motioned to approve Resolution 2017-07. Godson seconded. A Roll Call vote was taken. Ayes:-Godson, Howard, Taylor, Follon. Nays: None. Resolution passed.

Taylor provided information to Council on the request from CCDG to offer incentives and priorities for the Clayton County Housing Assessment –Volga section. Follon motioned to approve donating 2 lots in the subdivision to the CCDG effort, and for Taylor to represent Volga through December 31, 2017, and work out the lot and incentive details through the Clayton County Committee. Godson seconded. All voted in favor. Motion carried.

The Park Board recommended the appointment of Tom Bading (second term) and George Duff (first term) for three year terms to end December 31, 2019. Motion by Taylor to approve the appointments. Godson seconded. All voted in favor. Motion carried.

Council reviewed amendments to the FY 16-17 Budget. Follon motioned to set the public hearing date for May 8, 2017 at 6:50pm. Howard seconded. All voted in favor. Motion carried.

Delinquent Utilities were reviewed and shut-offs authorized.

Taylor motioned to adjourn. Godson seconded. All voted in favor. Meeting was adjourned at 8:50pm
