Luana City Council Minutes of April 6, 2017
Meeting at the Luana City Hall
The Luana City Council held their regular monthly meeting Thursday, April 6, 2017at 7:00 pm. with Council Members Lonnie Baade, Brenda Boddicker, Paul Miller and Todd Olson, Jackie Radloff-Schneider present. Absent: None.
Mayor Jerry Schroeder called meeting to order at 7:00 pm.
Minutes of March meeting were reviewed and approved upon a motion by Miller second by Baade, carried unanimously.
Radloff-Schneider motioned to pay all monthly claims totaling $39234.22, Olson second, carried unanimously. Receipts for the month totaled $32753.24. Boddicker motioned to pass Res. 4-17 T.O.F Radloff-Schneider second, carried unanimously. Council reviewed reconciled reports.
Keith Johnson, Luana Fire Department, approached council and thanked the city for their continued support. Review and update of new fire house were given. Current bid for completion of $300,000. Planned to have project completed within 3-5 years. Johnson stated the fire department had spoken with Luana Savings Bank about a possible loan for new firehouse due to donations not coming in as they had planned. It was then asked if the city could help with the cost of the new building. City reviewed what they currently provide and financial assistance they give to the fire department. Council discussed several options in helping the fire department. Mayor informed council of a business possibly interested in purchasing old fire house. Consensus of council to table until next scheduled meeting.
Citizen voiced complaint of property nuisance (failure to maintain) located at 209 Truman Street in Luana. Pictures of said property were provided. Council was informed that property has continued to deteriorate since pictures were taken. Property owner will be contacted to bring said property within city codes.
Citizen voiced complaint of smoke nuisance coming from 404 Old Hwy 18 & 52. Citizen requested additional pipe be place at top of smoke stack to help with this nuisance. Administrator Humble was instructed to send letter to owner for said nuisance violation.
Council reviewed bids received for repairs needed on X-16. Radloff-Schneider motioned to accept bids from MB Construction and Blacktop Services in the total amount of $14880 for tiling and seal coating of X-16, second by Miller, carried unanimously. PWS informed council at this time shoulders of Main Street will be graveled when weather permits.
2017 Budget was reviewed and will be amended for repairs needed to roads and proprietary. Hearing was set for May 4th.
Administrator Humble covered IPERS compliance review.
Council was updated on siren grant application.
City wide spring cleanup is scheduled for May 13, 2017.
Next regular Council meeting will be held May 4, 2017 at 7:00pm.
Mayor Schroeder adjourned the meeting at 8:50 pm.
