Elkader Council

                The Elkader City Council met Monday and approved post-winter repairs for stretches of Maxie and Kristine Avenues.  The cost of the project will be approximately $9,500.  Council members approved a program for controlled burns conducted by the Elkader Fire Department.  Persons wishing to burn areas of land can hire the fire department, so that the fire will not get out of control.  The council also approved a law enforcement mutual aid agreement with the county.

Elkader City Council Proceedings

The Elkader City Council met on Monday, March 27, 2017 in regular session at 5:30 p.m. in the City Council Chambers, with Mayor Josh R. Pope presiding. The Pledge of Allegiance was recited and roll call was taken.

Roll call: Present: Kevin Lau, Roger Buchholz, Peggy Lane, Daryl Koehn, Curtis Ruhser

Lane moved to approve the consent agenda with the addition of the claims for Cardmember services and Petty cash. Koehn seconded the motion.

Approval to hire seasonal workers Lane moved to approve hiring seasonal workers (Gary Willie, Spencer Bries, Brad Glawe, Tom Koehn) with a wage of $10.00/hour for working in the parks and the wage for working in the cemetery established by the Cemetery Board. Buchholz seconded the motion. The City Administrator/Clerk is to let the Council know if additional help is needed as the summer progresses.

Approval of post-winter repairs to Maxie and Kristine Avenues Koehn moved to approve the cost estimate from Kluesner Construction for several repairs to Maxie and Kristine Avenue, and a repair on Oak Ave associated with a water main break. Buchholz seconded the motion.

Accept resignation from Police Officer Scott Egemo Buchholz moved to accept the resignation of Scott Egemo as a Police Officer. Lau seconded the motion.

Authorize filling the position and re-approve job description Lane moved to approve filling the position vacated by Officer Egemo. Buchholz seconded the motion. Questions were asked about continuing with the three full-time officers positions and about the process for recruiting/training new officers.

Resolution 2017-15 – Approving program for controlled burns conducted by the Elkader Fire Department Koehn moved to approve Resolution 2017-15. Ruhser seconded the motion.

Resolution 2017-16 – Approving law enforcement mutual aid agreement Lane moved to approve Resolution 2017-16 – approving the law enforcement mutual aid agreement without paragraph #9 in the agreement. Koehn seconded the motion.

Administrative staff update Staff updated the Council on several issues.

Questions and concerns of the council A question was asked about street striping particularly on High Street NE; Council asked for an update on the area along the river behind the businesses on North Main Street; a question was asked about the status of the rip rap repairs along the levee; a question was asked about the discussions regarding a hotel; a question was asked about the closing of the Caterpillar facility and if it would actually be in operation until the end of 2017.

Adjournment Buchholz moved to adjourn. Koehn seconded the motion. Council voted unanimously to adjourn. Mayor Pope indicated the meeting was adjourned at 6:13 p.m.
