Elkader Council

                The Elkader City Council has set March 13 at 5:30 p.m. as the date for a public hearing on a fiscal year 2018 budget with expenditures totaling $2,637,645 and a tax levy of $19.19 per $1,000 of assessed value.  This year’s figures were $2,652,544 and $19.91.

                Council members approved an ordinance amending the city sidewalk code that may make owners liable for damages caused by a failure to maintain their sidewalk.

                The council also approved a resolution for the issuance of a $152,150 general obligation note.  The money will be used to purchase a new police car in the next fiscal year and to help pay for a pumper already received by the Elkader Fire Department.

The Elkader City Council met on Monday, February 27, 2017 in regular session at 5:30 p.m. in the City Council Chambers, with Mayor Josh R. Pope presiding. The Pledge of Allegiance was recited and roll call was taken.

Ruhser moved to approve the consent agenda. Lane seconded the motion.

Third Reading - Ordinance 2017-01 – An ordinance amending Section 136.04, Sidewalks, of the Code of Ordinances of the City of Elkader, Iowa, 2014 Lane moved to approve the third reading of Ordinance 2017-01. Buchholz seconded the motion.

Approval of Resolution 2017-09 - Change personnel manual to authorize part-time cleaning position and approve job description Lane moved to approve Resolution 2017-09. Lau seconded the motion.

Approval of Resolution 2017-10 - Setting public hearing for FY 18 budget Ruhser moved to approve Resolution 2017-10 which sets the date for the public hearing for March 13, 2017. Lane seconded the motion.

Public hearing on a loan agreement in a principal amount not to exceed $50,000 Mayor Pope opened the public hearing on the loan agreement not to exceed $50,000 for a police vehicle budgeted for FY 18. No comments were received before or during the public hearing. Mayor Pope closed the public hearing.

Approval of Resolution 2017-11 - Approving and authorizing a Loan Agreement and providing for the issuance of a $152,150 General Obligation Corporate Purpose Note Buchholz moved to approve Resolution 2017-11. Rusher seconded the motion.

Review and accept the Annual Financial Exam for FY 16 (July 1, 2015-June 30, 2016) pursuant to Chapter 11.6 of the Code of Iowa Lane moved to accept the Annual Financial Exam for FY 16. Ruhser seconded the motion. Staff answered questions Council had about some of the recommendations.

Training for elected officials on disclosure requirements as it pertains to issuing debt Staff shared copies of a power point presentation from a recent training and reviewed the key points.

Administrative staff update Staff updated the Council on several issues.

Adjournment Ruhser moved to adjourn. Buchholz seconded the motion. Council voted unanimously to adjourn. Mayor Pope indicated the meeting was adjourned at 5:56 p.m.
