The Volga City Council held a public hearing on Monday, November 9, 2020 in the Volga City Opera
House. Mayor Carrie Taylor opened the Public Hearing for consideration of application with USDA
Rural Development for financial assistance to purchase a fire tanker truck and bunker gear for the
Volga City Fire Department. Council members Alex Fettkether, Dennis Christeleit, Elaine Follon and
John Friedley answered Roll Call. Nick Fettkether, Lanny Deitchler and Mike Howard were also in
attendance. The purpose of the grant is to replace fire truck #75, the 1980 tanker, and purchase 24
complete sets of bunker gear for members at an approximate cost of $149,200. Matching funds to come
from a combination of city fire department and fire association funds. Motion by Follon to close the
public hearing. Second by Friedley. All voted in favor. The public hearing was closed at 6:46pm.
Mayor Carrie Taylor opened the Public Hearing for consideration of amending the FY 21 Annual
Budget. Council members Alex Fettkether, Dennis Christeleit, Elaine Follon and John Friedley
answered Roll Call. Nick Fettkether, Lanny Deitchler and Mike Howard were also in attendance.
Discussion on amendments for current projects. Motion by Christeleit to close the public hearing.
Second by Fettkether. All voted in favor. The public hearing was closed at 6:50pm.

Development for financial assistance with engineering costs associated with the water pressure project
through a SEARCH grant. Council members Alex Fettkether, Dennis Christeleit, Elaine Follon and John
Friedley answered Roll Call. Nick Fettkether, Lanny Deitchler and Mike Howard were also in
attendance. Mike provided updates of progress with the engineer. No further discussion. Motion by
Fettkether to close the public hearing. Second by Friedley. All voted in favor. The public hearing was
closed at 6:52pm.
Mayor Carrie Taylor called the regular monthly Council Meeting to order at 7:00pm. Council members
Alex Fettkether, Dennis Christeleit, Elaine Follon and John Friedley answered Roll Call. Nick
Fettkether, Lanny Deitchler and Mike Howard were also in attendance.
Motion by Follon to move Emergency Services Updates: Authorize Mayor and Clerk to sign USDA
grant application and required documents to the top of the agenda. Seconded by Friedley. All voted in
favor. Motion by Follon to approve mayor and clerk to sign USDA grant application for Fire
Department purchases. Seconded by Friedley. All voted in favor. Motion carried.
Public comments: Mayor Taylor shared information from the letter from Clayton County Board of
Health regarding current COVID-19 status in the county. Encouragement to practice mitigation efforts
to reduce the spread of the virus.
The Consent Agenda was presented with the following items: 1) Minutes, 2) Claims, 3) Treasurer's
Report - October 2020, 4) Bank Reconciliation Report - October 2020, and 5) Monthly Budget Report.
Motion by Fettkether to accept the Consent Agenda. Second by Follon. All voted in favor. Motion
carried.
Mayor Taylor presented a framed aerial photo of Volga City available for purchase at a cost of $195.
Council discussed opportunity. Motion by Friedley to reject the purchase of the aerial photo. Seconded
by Fettekether. All voted in favor. Motion carried.
Mayor Taylor discussed request for disbursement from Christmas Light Fund. Motion by Follon to
utilize existing funds for maintenance of existing Christmas decorations and purchase of new
decorations not to exceed amount of existing funds. Seconded by Friedley. All voted in favor. Motion
carried.
Updates on Focus Areas:
Streets: Howard discussed need for culvert at the Oak Street Bridge. The city has the culvert. Howard
will need to purchase 3-4 loads of rock and close the road for a few days. Road closure will not restrict
access to any residential driveways. Iowa One Call needs to be completed prior to work being
completed. Timeline will be determined by weather, harvest, and other project prioritizations. Motion
by Friedley to approve installation of culvert, purchase of rock and road closure to complete project.
Seconded by Fettkether. All voted in favor. Motion carried.
Dike: 0% State Contingency Loan was discussed. $31,200 was awarded and the contractor has been
contacted. Timeline to be completed as soon as possible, determined by weather and availability of
contractors.
Property Cleanup: Special thanks to the veterinarians who are working with residents to spay/neuter
cats in town.
Motion by Follon to speak with the city attorney to determine appropriate action and send letters as
recommended to property owners in violation of nuisance ordinance. Seconded by Friedley. All in
favor. Motion carried.
Drainage: Mayor Taylor updated Council on easement to complete tiling from swamp. Easement has
been signed and recorded. Timeline for work to be determined by weather and contractor availability.
Mayor Taylor presented the Library Board recommendation for appointment of new member to serve
the remaining term for the out-of-town member vacancy. Motion by Fettkether to appoint John Moore
to the Library Board. Seconded by Friedley. All voted in favor. Motion carried.
Department UpdatesWater/Sewer Department:
Discussion to determine funding route for IIW Engineering report on distribution pressure issues
(USDA or SRLF). Council determined more information is needed to make an informed decision.
Motion by Christeleit to table funding sources and authorization to sign SEARCH Grant application
pending additional information. Seconded by Follon. All voted in favor. Motion carried. A special
meeting will need to be held this month after more information is available.
Public Works: Motion by Follon to authorize mayor to sign Reimbursement Certification for Sign
Replacement Program. Seconded by Fettkether. All voted in favor. Motion carried.
Administration:
Mayor Taylor presented Resolution 2020-28: A resolution to amend the FY 21 Annual Budget for the
City of Volga, Iowa. Motion by Follon to approve. Seconded by Fettkether. Roll call vote: Christeleit:
aye, Follon: aye, Fettkether: aye, Friedley: aye, Duff: not present.
Mayor Taylor presented Resolution 2020-29: A resolution to request reimbursement from the Iowa
COVID-19 Government Relief Fund. Motion by Fettkether to approve. Seconded by Friedley. Roll call
vote: Christeleit: aye, Follon: aye, Fettkether: aye, Friedley: aye, Duff: not present.

Council discussed establishing a policy for memorial donations. Christeliet motioned to approve a
memorial donation of a small plaque or cash donation not to exceed $100 for any past or current
members of city entities upon the death of a member. This policy is provided as an optional guideline,
not a requirement, and is at the discretion of the city entity. Seconded by Fettkether. All voted in favor.
Motion carried.
Mayor Taylor presented the gazebo relocation project updates from the recent Park Board meeting.
Council communicated concerns about potential damage to the structure if it were moved. Motion by
Christeleit to recommend to the Park Board to leave the gazebo where it is. A suggestion for an addition
to the large shelter if space is needed for musicians. Seconded by Follon. All voted in favor. Motion
carried.
Delinquent Utilities were discussed and shut-offs authorized.
