The Board of Directors of the Edgewood-Colesburg Community School District met in special session in the Edgewood Board Room, on Friday, November 22, 2019. President Robert Schilling called the meeting to order at 8:00 a.m.
Directors Present: Tammy Kirby-via phone, Jeff Hoeger-via phone, Robert Schilling-via phone, Dan Venteicher-via phone, and Matt Elliot-via phone.
Directors Absent: None
Also present: Superintendent Rob Busch, Principal Dawn Voss, and Board Secretary Melissa Conner.
Visitors: Craig Purcell
President Schilling welcomed our visitor.
Director Venteicher moved to approve the agenda as presented. Director Hoeger seconded the movement. Motion Carried 5-0.
Director Kirby moved to authorize the Board Secretary to request proposals from search firms for possible future consideration by the Board. Director Venteicher seconded the movement. Motion Carried 5-0.
With no further business to come before the board for consideration at this time, Director Elliot moved to adjourn the meeting at 8:04 a.m. Director Kirby seconded the movement. Motion Carried 5-0

The Board examined the 2018-2019 financial accounting books and Director Elliot moved to approve them. Director Gudenkauf seconded the motion. Motion Carried 5-0.
Director Venteicher moved to appoint Ahlers’ Law Firm for Board and Administration legal counsel for the 2019-2020 school year. Director Elliot seconded the motion. Motion carried 5-0.
With no further business to come before the board for consideration at this time, Director Gudenkauf moved to adjourn the meeting at 6:03 p.m. Director Faust seconded the motion. Motion Carried 5-0.

New Business:
Director Hoeger moved to approve the Non-Exempt Music Usages License Agreement. Director Venteicher seconded the movement. Motion Carried 5-0.
The first reading of board policies 600-603.14 were duly noted.
Director Elliot moved to approve the use of signature stamp for Board President. Director Kirby seconded the motion. Motion Carried 5-0
Director Venteicher moved to delay discussion on the Early Separation Incentive until the December Meeting. Director Hoeger seconded the movement. Motion Carried 5-0.
Director Venteicher moved to approve the December Board meeting to be moved to December 10th. Director hoeger seconded the movement. Motion Carried 5-0.
The Board reviewed the legislative priorities.
The Board discussed the Building Projects.
Director Elliot moved to approve the Public Hearing date for the Budget Amendment to be December 10th at 6:00 p.m. Director Venteicher seconded the movement. Motion Carried 5-0.
Director Venteicher moved that the Superintendent of Schools is authorized, as part of an overall effort to maintain safe schools, to engage the use as approved with Board President & Administration approval of narcotic detection dogs as part of Board Policy 502.8 to alert staff to the presence of substances prohibited by law or Board policy. I further move the Superintendent notify students and parents of the Board’s approval of the use of narcotic detection dogs. Director Hoeger seconded the movement. Motion Carried 5-0.
The Board discussed the Revenue Purpose Statement Resolution.
Director Kirby moved to set the Public Hearing date on the license in the PPA for Solar to be December 10th at 5:45 p.m. Director Venteicher seconded the movement. Motion Carried 5-0.

Director Elliot moved to go into closed session at 8:08 p.m. for the Hearing concerning the recommended discipline of a student and review/discussion of confidential records (closed session as provided by Iowa Code Section 21.5(1)(e) and Iowa Code Section 21.5(1)(a)). Director Venteicher seconded the movement. Roll Call Vote: Ayes: Schilling, Venteicher, Elliot, Hoeger, & Kirby. Nays: None. Motion Carried 5-0.
The Board came back into open session at 8:27 p.m.
Director Venteicher moved to approve the immediate reinstatement of student’s eligibility. Director Hoeger seconded the movement. Motion Carried 5-0.
Director Elliot moved to go into Closed Session at 8:31 p.m. pursuant to Iowa Code 21.5(1)(i) to evaluate the professional competence of an individual whose appointment, hiring, performance or discharge is being considered when necessary to prevent needless & irreparable harm to that individual's reputation & that individual has requested a closed session. Director Kirby seconded the movement. Motion carried 5-0.
The Board came back into open session at 9:17 p.m.
Principal Voss: The sound system was great for the musical. Kudos to Carston for taking the time to get that working properly.
Superintendent Busch: Shared results of the new Iowa Assessments.
Director Venteicher: Welcome to our new board members.
Director Elliot: Welcome to our new board members. Thank you to our older board members.
Director Hoeger: Look forward to working with everyone. There is a lot of potential for our district.

Director Elliot moved the second of routine motions will not be required to bring a motion to vote, we will follow Robert’s Rule of Order, and the public must be aware they need to be place on the agenda, if they wish to speak and will need to follow the usual chain of command. Consent agenda will be adopted at the end of each meeting. Director Venteicher seconded the movement. Motion carried 5-0.
Organizational Meeting November 18, 2019
Director Kirby moved to set the meeting dates and times as the third Monday of each month at 6:00 p.m. in the Edgewood Board Room, except the December, March, June, & September meetings which will be held in the Colesburg Media Center. Director Venteicher seconded the movement. Motion Carried 5-0.
Director Venteicher moved to approve Jeff Hoeger to the Delaware County Conference Board and Matt Elliot to the Clayton County Conference Board. Director Kirby seconded the movement. Motion Carried 5-0.
Director Venteicher moved to appoint Melissa Conner as the Board Secretary. Director Elliot seconded the movement. Motion Carried 5-0.
Director Kirby moved to appoint Joyce Piorkowski as the Board Treasurer. Director Venteicher seconded the movement. Motion Carried 5-0.
