Council Chambers, City Hall, September 3, 2019, 6:00 P.M.

West Union City Council met September 3, 2019 at 6:00 P.M. at Council Chambers

with Mayor Adam Keller presiding, and began with the Pledge of Allegiance.

Attendance Roll call: Present –Smith, Granger, Gumm. Absent: Stansbery and Bentley

Approval of the Motion was made by Granger, seconded by Smith, to approve the agenda with an

Agenda amendment to discuss Winneshiek Energy District partnering with Iowa Department

of Energy to utilize an ARRA grant for West Union. All Aye. Carried.

Approval of the Motion was made by Gumm, seconded by Granger, to approve minutes of the

Minutes August 19, 2019 regular meeting as presented. All Aye. Carried.

Update on FCED Mallory Hanson, Fayette County Economic Development Director, gave an update to

Council on the new structure of FCED. The Supervisors have contracted with

RC&D, and Mallory will be the Director. They will develop a Board of Stakeholders

and set it up as a 501C6 Organization. Hanson requested the City of West Union to

provide someone in a seat on the Board to assist in making decisions for the county.

The funding in the past has been per capita, and for starting out, Hanson is asking to

participate at that same amount.

Winneshiek Energy McIntyre has been discussing with Iowa Economic Development, Iowa Department

District Proposal of Energy, and West Union Energy Business District on the current Geothermal

system and best way to move forward for the community. They sent out a request for

quote to 7 companies asking for assistance to collect and analyze the data of which

two responded. McIntyre invited Katherine Hannigan of Winneshiek Energy District

tonight to explain how they would work with MEP from Rochester, MN in

providing us with feedback and energy efficient options for the community. Costs

will be covered by the Iowa Department of Energy ARRA grant. Council is in favor

to proceed. McIntyre will bring a resolution to Council on September 16th for


Erin Yauslin to 2nd Motion was made by Granger, seconded by Gumm, to approve the promotion of Erin

Lieutenant on WU Yauslin to 2nd Lieutenant of the West Union Fire Department as requested. All Aye.

Fire Dept Carried.

Mark Baumler to Motion was made by Granger, seconded by Gumm, to approve the promotion of

Safety Officer for Mark Baumler to Safety Officer for the West Union Fire Department as requested.

WU Fire Dept All Aye. Carried.

Recognize Lane Lane Johansen has submitted his resignation to the West Union Fire Department after

Johansen for 25 years 25 years of service. Mayor Keller and Council expressed their appreciation for his

With WU Fire Dept service to the community.

Update on Phase Sewer Superintendent Scott Johansen updated Council on the shop building at the

I & II WWTP WWTP. Tin is coming for the roof tomorrow, Bacon Concrete had to redo concrete + Project drains and will deduct for bull float marks. Plumbers have drainage roughed in and

will start on the in floor heat this week. They met on plans for Phase II, and Lucas

will bring estimates to next meeting. Plan is still to let bids by January. We will do

some of the demo ourselves later to defray some costs.

Review FY19 McIntyre presented the Fy19 Debt Report listing all the City’s current debt totaling

Debt Report $2,958,831.50 as of June 30, 2019.

Resol 2020-10 Motion was made by Gumm, seconded by Smith, to approve PPE#3 for $90,701.37

Approving Payment to Heying Mfg. Co. Inc. for the WWTP shop and Waste Storage Facility

For WWTP Shop Project. All Aye. Carried.

Resol 2020-11 It was recommended to McIntyre to pass a resolution that allows us to recoup legal

Setting a Public costs going forward through a General Obligation Bond if necessary. So far all

Hearing for Loan expenses have been paid from the General Fund. Motion was made by Granger,

Agreement seconded by Smith to set Public Hearing for September 16, 2019. All Aye. Carried.

Next Council Next regular council meeting will be Monday, September 16, 2019, at 6:00 pm

Meeting in Council Chambers.

Adjourn With no further business to bring before the Council, a motion was made by Smith,

seconded by Granger, to adjourn. All Aye. Carried.
