Volga Council

The Volga City Council met for a Public Hearing for the consideration to convey the real estate locally known as 506 West Street (Lot 6 , West View 2nd Addition to the City of Volga Iowa) to Housing 360 on Monday, July 8, 2019 in the Volga City Hall. Mayor Duff opened the Public Hearing at 6:55pm. Council members in attendance were: Darren Nading, Jerome Godson, Mike Howard, Joan Follon, and Dennis Christeleit. 


Megan McDonald, Tom Bading and Millie Stewart were in attendance.


Motion by Howard to close the public hearing. Second by Follon. All voted in favor. Public Hearing was closed at 7:05pm.


Mayor Pete Duff called the regular monthly Council meeting to order at 7:00pm. Council members Darren Nading, Jerome Godson, Mike Howard, Joan Follon, and Dennis Christeleit answered Roll Call.  


The Consent Agenda was presented with the following items: 1) Minutes, 2) Claims, 3) Treasurer’s Report –June 2019, 4) Bank Reconciliation – June 2019, 5) Monthly Budget Report, 6) Application for Building & Floodplain Development Permit: Lyle Klingman, 301 Cedar St, and

7) Application renewal for Liquor License: VCTC Inc, 609 Washington Street. Motion by Godson to approve the Consent Agenda. Second by Christeleit. All voted in favor. Motion carried.


 Millie Stewart from Clayton County Substance Abuse Services explained services provided by the organization within Clayton County. They are working with the Iowa Partnerships for Success for educating and preventing underage binge drinking and have introduced a Social Host Ordinance at the County level. The ordinance would allow for civil penalties to be filed and fees would stay in Clayton County for law enforcement and education within our county.  Follon motioned to provide a letter of support for the Social Host Ordinance. Godson seconded. All voted in favor. Motion carried.


Josie Fettkether agreed to fill a vacancy on the Park Board. Motion by Christeleit to appoint Josie Fettkether to the Park Board for a term ending December 31, 2020. Second by Howard. All voted in favor. Motion carried.


Tom Bading attended the Board of Supervisors meeting on July 2 to discuss a transfer of the county parcel along the highway at the Volga U Campground.  The County will hold public hearing to donate property to the City on July 16. Follon will attend on behalf of Council. Bading will attend on behalf of Park Board.


Follon motioned to table Resolution 2019-11: A Resolution authorizing the City of Volga to convey the real estate locally known as 506 West Street (Lot 6 , West View 2nd Addition to the City of Volga Iowa) to Housing 360 and Resolution 2019-12: A Resolution to Authorize Mayor to sign Real Estate Development Agreement for Housing 360 program participation. Additional questions will be asked regarding the program and presented at the August meeting. Christeleit seconded. All voted in favor. Motion carried.


Mayor Duff presented Resolution 2019-13: A Resolution setting the compensation for additional duties of City Clerk: Grant Writer and Administrator for the City of Volga City, Iowa. Motion by Follon to approve Resolution 2019-13. Seconded by Howard. A Roll Call vote was taken. Ayes: Nading, Godson, Howard, Follon, Christeleit. Nays: none.  Abstain: none. Motion carried.


Mayor Duff presented Resolution 2019-14: A Resolution authorizing transfer of funds from Enterprise Funds to General Fund and Employee Benefit Fund. Motion by Howard to approve Resolution 2019-14.  Seconded by Follon. A Roll Call vote was taken. Ayes: Nading, Godson, Howard, Follon, Christeleit. Nays: none. Abstain: none. Motion carried.


Mayor Duff presented Resolution 2019–15:  A Resolution to authorize the Mayor to sign a Lease-Personal Property with the Volga City Fire Department for City Use of equipment. Motion by Howard to approve Resolution 2019-15.  Seconded by Follon. A Roll Call vote was taken. Ayes: Godson, Howard, Follon, Christeleit. Nays: none. Abstain: Nading. Motion carried.


Administration Update: Clerk discussed upcoming elections for those terms ending December 31, 2019. The FEMA applicant kickoff meeting was held and a request filed for damages from spring rains.


Council reviewed sealed bids received for the dike maintenance project to accept or reject any or and bids received. Motion by Nading to accept $4904 bid from MB Construction. Seconded by Howard. All voted in favor. Motion carried.


Council reviewed the sealed bids received for sale of the boat trailer and corn sheller to accept or reject any or and bids received. Motion by Christeleit to accept bid of $153.53 from Tom Bading for both items. Follon seconded. All voted in favor.


Approve LP purchase for 2019-2020: Follon motioned to book LP fuel for the Library and Fire Station from Viafield. Christeleit seconded. All voted in favor. Motion carried.


Mayor Duff reviewed the proposed water retention alleviation project in the swamp. The City Attorney has prepared a proposed Easement and we are awaiting approval from the property owner.  Follon motioned to proceed with project once the easement is approved. Howard seconded. All voted in favor. Motion carried.


Delinquent Utilities were approved.


Motion by Godson to adjourn meeting. Second by Howard. All voted in favor. Meeting was adjourned at 9:10pm.
