Volga Council

The Volga City Council held the regular June Council meeting on Monday, June 10, 2019 in the Volga City Hall. Mayor Pete Duff called the meeting to order at 7:00pm. Council members Dennis Christeleit, Mike Howard, Jerome Godson, and Darren Nading answered Roll Call. Bill Crandall, Judi Crandall, Megan McDonald, and Tom Klingman were also present.

Mayor Duff asked for Public comments: Bill Crandall presented a letter to Council, provided an explanation of the City’s previous efforts to use USDA funding for a community facilities building and discussed concerns for dike erosion. Tom Klingman discussed efforts to organize a Volga City Trust Committee for the purpose of establishing and funding an infrastructure plan for Volga. The committee will meet the last Thursday of the month at 6:00pm at the Opera House, and is open to the public.

The Consent Agenda was presented with the following items. 1) Minutes, 2) Claims, 3) Treasurer’s Report –May 2019, 4) Bank Reconciliation – May 2019, 5) Monthly Budget Report, 6 ) Application for Building & Floodplain Development Permit: Lyle Klingman, 301 Cedar St, 7) Application for Building Permit: Duane Berger, 313 Butler Street, 8) Application for Building Permit: Tom Duff, 402 Cedar West Street, and 9) Application for Floodplain Development Permit: City of Volga Park Board. Godson motioned to approve all items except #8 (until papers are submitted). Nading seconded. All voted in favor. Motion carried.

Tom Klingman presented the VCTC Diesel Truck Cruise event paperwork. Howard motioned to approve the Hold Harmless Agreement, Greenspace Rental, and Proof of Insurance. Christeleit seconded. All voted in favor. Motion carried.

Mayor Duff presented Resolution 2019-10: A Resolution authorizing temporary closure of public ways or grounds for Volga City Diesel Truck Cruise on July 27, 2019. Christeleit motioned to approve the Resolution with the additional restriction for no parking before noon on Iowa Street from Washington Street to the alley. Howard seconded. A Roll Call vote was taken. Ayes: Nading, Godson, Howard, Christeleit. Nays: None. Resolution passed.

Godson motioned to donate a subdivision lot for the Housing 360 Program. The lot will remain in the City’s ownership until a buyer is approved for construction through the program. Christeleit seconded. All voted in favor. Motion carried.

Howard motioned to authorize the Mayor to sign the Letter of Engagement for Housing 360 program using Lot 6 of the subdivision for the project. Godson seconded. All voted in favor. Motion carried.

Godson motioned to set the public hearing date for disposal of Lot 6 for July 8, 2019 at 6:55pm. Nading seconded. All voted in favor. Motion carried.

Mayor Duff presented Resolution 2019-9: A Resolution for the City of Volga Directing Sale of Miscellaneous Property. Nading discussed the items to include for sale though sealed bids due July 1 for the July 8 Council meeting: a generator and 3 water pumps. Christeleit motioned to approve the Resolution. Howard seconded. Ayes: Christeleit, Howard, Godson. Nays: none. Abstain: Nading. Resolution 2019-9 passed.

Mayor Duff presented Megan McDonald for appointment to the Library Board of Trustees. Nading motioned to approve the appointment as presented. Godson seconded. Ayes: Christeleit, Godson, Nading. Nays: none. Abstain: Howard. Motion approved.

Department Updates and authorization of Purchases and Repairs were presented:

Sewer & Water Department - none

Administration: The City Clerk will be out of the office Wednesday, June 19 and Thursday, June 20. Daily office hours for summer will be posted on the door.


Howard will be covering garbage pickup duties on June 12 and Duff will cover June 19.

Nading motioned to publish notice for sealed bids to complete the Corps recommendations for dike maintenance. Bids will be due to City Hall on July 1st. Howard seconded. All voted in favor. Motion carried.

Council discussed setting City Emergency/Flood Procedures for various departments in case of emergencies. Duff will work to coordinate the various components of the procedures and present them in written form for reference in the future.

Godson motioned to authorize hiring (up to $800 max) for the removal of fallen tree(s) between Main and Marion Streets. Christeleit seconded. All voted in favor. Motion carried.

Howard reported the gear box on mower deck will need replacing, and the parts are no longer in production. A new gear box costs around $1000. Howard motioned to approve the mayor to proceed under emergency purchase authorization at the time when replacement is required. Nading seconded. All voted in favor. Motion carried.

Delinquent Utilities were reviewed by Council and shut-offs authorized. Postcards were mailed out to residents with the new rates for July 1, 2019 payments.

Godson motioned to Adjourn. Howard seconded. All voted in favor. Meeting was adjourned at 8:30pm.
