The Elkader City Council appointede Bob Griffith and Jennifer Garms to the Library Board.

The Council also approved the first reading of an ordinance to add “No Parking” on Spruce Street Northwest from First Street to Oak Avenue.


The Elkader City Council met on Monday, June 10, 2019 in regular session at 5:30 p.m. in the City Council Chambers, with Mayor Josh R. Pope presiding. The Pledge of Allegiance was recited and roll call was taken.

Roll call: Present: Peggy Lane, Curtis Ruhser, Kevin Lau, Daryl Koehn

Unable to attend: Roger Buchholz

Ruhser moved to approve the consent agenda. Koehn seconded the motion.

Public comments No public comments were received.

Approval of request for exception to section 55.02 of the Elkader Municipal Code regarding livestock (permission to have a goat on a steep hillside) (502 Volga Road SW) Council discussed the terms other residents have had to abide by in order to have livestock. Ruhser moved to not grant the exception. Koehn seconded the motion.

Approval to acquire military surplus equipment for the Fire Department (forklift; cooler) Koehn moved to approve this request. Lau seconded the motion.

First Reading – Ordinance 2019-03 – An Ordinance Amending Chapter 69, Parking Regulations, of the Code of Ordinance of the City of Elkader, 2014 (adding “No Parking” on Spruce Street NW from First Street to Oak Ave) Lane moved to approve the first reading of Ordinance 2019-03. Ruhser seconded the motion.

First Reading-Ordinance 2019-04 – An ordinance removing Chapter 28, Elkader Development Corporation Board, From the Code of Ordinances of the City of Elkader, Iowa, 2014 and amending Chapter 17.05, Council (Appointments) of the Code of Ordinances of the City of Elkader, Iowa, 2014 Ruhser moved to approve the first reading of Ordinance 2019-04. Kohen seconded the motion.

Approve revised job description for Economic Development Director Ruhser moved to approve the changes to the ED Director job description (removing references to the Elkader Development Corporation). Lau seconded the motion.

Administrative staff update The City Administrator/Clerk updated the Council on a number of items.

Questions and Concerns of the Council A concern was shared about a house being demolished for parking and the impact on the City (less property tax revenue, fewer rental places); a question was asked about the evaluation of the horsebarn for our storage purposes;

Adjournment Koehn moved to adjourn the meeting. Ruhser seconded the motion. Council voted unanimously to adjourn. Mayor Pope declared the meeting adjourned at 6:00 p.m.
