Council Chambers, City Hall, June 3, 2019, 6:00 P.M.

West Union City Council met June 3, 2019 at 6:00 P.M. at Council Chambers

with Mayor Adam Keller presiding, and began with the Pledge of Allegiance.

Attendance Roll call: Present –Smith, Stansbery, Bentley, and Gumm. Absent: Granger

Approval of the Motion was made by Gumm, seconded by Stansbery, to approve the agenda as

Agenda presented. All Aye. Carried.

Approval of the Motion was made by Gumm, seconded by Stansbery, to approve minutes of the

Minutes May 20, 2019 regular meeting as presented. All Aye. Carried.

Approve Cigarette Motion was made by Gumm, seconded by Stansbery, to approve cigarette permits for

Permits FY19-20 for BP Express, All Stop, Casey’s, Quillins, and Dollar General. All Aye.

Resol 2019-48 Motion was made by Stansbery, seconded by Gumm, to approve FY19 Transfers to

Approving Transfers balance the budget totaling $540,309. All Aye. Carried.

Approve Setting After reviewing the function report, a budget amendment #2 will be required in the

Public Hearing for Public Works function for expenses related to electricity to street lights, additional

Budget Amendment salary from plowing, fuel at airport, and landfill costs. An adjustment to Community

and Devopment function is needed due to another Revolving Loan Fund started.

Motion was made by Smith, seconded by Stansbery, to set the Public Hearing for

June 17, 2019 at 6pm. All Aye. Carried.

Resol 2019-49 Jason Knox and Sylvia Mork from Knox Financial presented a 457b plan to Council

Approving Deferred last meeting providing an additional retirement savings plan to employees through

Compensation Plan a personal contribution by payroll deduction. Motion was made by Gumm, seconded

With Knox Financial by Bentley, to approve Resolution 2019-49 authorizing the execution of managing the

plan for City Employees. All Aye. Carried.

Discuss Fayette McIntyre advised he was approached a year ago from Fayette County Engineer and

County to Create 2nd Fayette County Sheriff to make a second access to North and South Industrial Park-

Access to North & way due to the amount of traffic. City will not participate in the cost at this time. Jon

South Industrial Biederman of Fehr Graham advised the right of way is already set up. Rory Starks

Parkway advised there is tile lines there, and need to see their plan for the rock they plan to put

on it. Council would like to see Fayette County Engineer’s plan and review with

neighboring land owners and our Street Department first. Stansbery made a motion

to table until then, Smith seconded. All Aye. Carried.

Approve Chicken Irmah Tizol Lopez submitted an application with neighbor’s signature requesting

Permit a Chicken Permit for 26 chickens at 108 E Franklin Street. Stansbery made a motion

to approve, Bentley seconded. All Aye. Carried.

Ownership of During the solar investigation, it was noted that the Library ownership is recorded as

Library Building Library Trustees not the City of West Union. The Library Board will address

transferring ownership to the City at their next board meeting. Motion was made by

Gumm, seconded by Stansbery, to bring the Library under the City of West Union

ownership. All Aye. Carried.

Resol 2019-50 Two bids were received on this from local contractors. This will be a stone base but

Accepting Bid for not paved yet and no intakes or storm pipes. Motion was made by Gumm, seconded

Commercial Court by Stansbery, to approve the low responsive bid from Leslie Lauer & Sons for Improvements $32,649.59. All Aye. Carried.

Next Council Next regular council meeting will be Monday, June 17, 2019, at 6:00 pm

Meeting in Council Chambers.

Adjourn With no further business to bring before the Council, a motion was made by Gumm,

seconded by Stansbery, to adjourn. All Aye. Carried.
