Volga Council

The Volga City Council held a public hearing on Monday, March 11, 2019 in the Volga City Hall. Mayor Pete Duff opened the Public Hearing for the consideration of the adoption of the 2019 City Code for Volga City, Iowa at 6:50pm. Council members Elaine Follon, Darren Nading, Jerome Godson, Dennis Christeleit, and Mike Howard answered Roll Call. Bill Crandall, Carol Crandall and Tom Crandall were also in attendance. Comments were received, attorney recommendations reviewed, and a written letter were submitted. Topics discussed included sections on rental properties and fire department.

Code enforcement was also discussed. Christeleit motioned to close the Public Hearing. Godson seconded. All voted in favor. The Public Hearing was closed at 7:25pm.

Mayor Duff opened the Public Hearing for the consideration of the adoption of the FY 19-20 City Budget at 7:26pm. Council members Elaine Follon, Darren Nading, Jerome Godson, Dennis Christeleit, and Mike Howard answered Roll Call. No comments were received. Godson motioned to close the Public Hearing. Follon seconded. All voted in favor. The Public Hearing was closed at 7:28pm.

Mayor Duff called the regular Council meeting to order at 7:30pm. Council members Elaine Follon, Darren Nading, Jerome Godson, Dennis Christeleit, and Mike Howard answered Roll Call. Lorna Christeleit and Tom Bading were also in attendance.

Public comments: none received.

The Consent Agenda was presented with the following items: 1) Minutes, 2) Claims, 3) Treasurer’s Report, 4) Bank Reconciliation Report – February 2019, 5) Monthly Budget Report, and 6) Floodplain Development Permit: City of Volga, City Park- S Main Street (Gazebo Relocation). Godson motioned to approve the Consent Agenda. Howard seconded. All voted in favor. Motion carried.

Tom Bading updated Council on Park Board items. The Board is working to finalize activities and date for the Flood Anniversary Event, to include a community potluck and grand opening of the new park at the end of N Main Street. The Park Board has also decided to take on the repair and maintenance of the Christmas lights, with additional volunteer help and donations. The lights will be organized in the storage building at 512 Washington Street. They are working to get additional brackets, photocells and outlets on the poles and are working with Alliant Energy. Additional lighting in the park area is also planned. The Park Board requested electrical service at 512 Washington Street. Nading will look into final costs for upgrading the service entrance at that location.

Follon reported for the Library / City Office Planning Committee. The Committee will host a community input meeting on the project as a possible use of the lot at 704 Washington Street. The meeting will be held on April 2nd at 7pm in the St. Paul Fellowship Hall. The Library Board, Planning Committee and Council members will be in attendance. The goal is to have a good attendance to determine the future direction of the committee’s efforts.

Follon motioned to schedule the Spring Cleanup on Tuesday (Appliances & Scrap Metal) April 23 and Wednesday (Large Items for regular garbage) April 24. Howard seconded. All voted in favor. Motion carried.

Mayor Duff presented Ordinance #156: An Ordinance adopting the City Code of the City of Volga, Iowa 2019. Nading motioned to approve the Second Reading of Ordinance #156, with the Code as presented at the February meeting. Follon seconded. A Roll Call vote was taken. Ayes: Follon, Nading, Godson, Christeleit, Howard. Nays: none. Second Reading approved. Follon motioned to waive the three readings of Ordinance #156. Godson seconded. A Roll Call vote was taken. Ayes: Follon, Nading, Godson, Christeleit, Howard. Nays: none. Third reading waived. The 2019 City Code will be adopted as of publication of the Ordinance.

Council reviewed options provided by the City Attorney in regards to the demolition of the structures on the property at 704 Washington Street. Additional clarification of the process and requirements will be provided at the April meeting.

Mayor Duff presented Resolution 2019-4: A Resolution to adopt the budget and certification of taxes for FY 19-20. Godson motioned to approve the Resolution. Christeleit seconded. A Roll Call vote was taken. Ayes: Follon, Nading, Godson, Christeleit, Howard. Nays: none. Resolution 2019-4 passed.

Department Updates and authorization of Purchases and Repairs were presented. Follon motioned to approve the purchase of a rubber cutting edge for the small truck plow to assist with maintaining road conditions. Christeleit seconded. All voted in favor. Motion carried. Howard provided an update on the plow truck valve. Council reviewed figures for garbage and recycling and will review recycling figures at the April meeting.

Delinquent Utilities were reviewed and shut-offs approved.

Godson motioned to adjourn. Follon seconded. All voted in favor. The meeting was adjourned at 9:30pm.
