Luana City Council Minutes of March 7, 2019

Meeting at the Luana City Hall

The Luana City Council held their regular monthly meeting Thursday, March 7, 2019 at 7:00 pm. with Council Members Lonnie Baade, Paul Miller, Todd Olson and Jackie Radloff-Schneider present. Absent: Brenda Boddicker.

Mayor Jerry Schroeder called meeting to order at 7:00 pm.

Minutes of February meeting were reviewed and approved upon a motion by Radloff-Schneider, second by Miller carried unanimously.

Radloff-Schneider motioned to pay all monthly claims totaling $18,023.14, Baade second, carried unanimously. Receipts for the month totaled $11,866.28. Baade motioned to pass Res. 3-19 T.O.F, Olson second, carried unanimously.  Council reviewed reconciled reports.

The Mayor announced that this was the time and place for the public hearing and meeting on the matter of the 2020 Budget at 7:07 pm. The Mayor then asked the Administrator whether any written objections had been filed by any City resident or property owner to the proposal. The Administrator advised the Mayor and the Council that no written objections had been filed. The Mayor then called for oral objections to the proposal and none were made. Whereupon, the Mayor declared the time for receiving oral and written objections to be closed. Radloff-Schneider motioned to adopt the 2020 Budget, Olson second, carried unanimously. Res. 3.1-2019 signed.

Several options were discussed by council on use of funds from sale of old firehouse and small lot. Topic tabled at this time until weather allows for assessment of improvements that were discussed. Estimates will be obtained by spring.

Administrative Humble informed council that the city has been awarded federal assistance for a new warning siren system. Baade motioned to approve subaward agreement with Iowa Homeland Security and Emergency Management Department, Miller second, carried unanimously. Agreement signed by mayor.

Mayor and Public Works Supervisor informed council of meeting that was had with engineering company for needed improvements to lagoon system. It was noted that possibly ground water was leaking into sewer system.

Administrator Humble shared information from meeting with Alliant Energy.

Radloff-Schneider motioned to renew current CD with Luana Savings Bank, Olson second, carried unanimously.

Complaints were brought to councils’ attention about smoke coming from Chase Mfg.

Next regular Council meeting will be held April 4, 2019 at 7:00pm.

Mayor Schroeder adjourned the meeting at 7:55 pm.
