Council Chambers, City Hall, March 4, 2019, 6:00 P.M.

West Union City Council met March 4, 2019 at 6:00 P.M. at Council Chambers

with Mayor Adam Keller presiding, and began with the Pledge of Allegiance.

Attendance Roll call: Present –Smith, Stansbery, Bentley, and Gumm. Granger joined via phone. Absent: None

Approval of the Motion was made by Stansbery, seconded by Bentley, to approve the agenda

Agenda as presented. All Aye. Carried.

Approval of the Motion was made by Stansbery, seconded by Gumm, to approve minutes of the

Minutes February 18, 2019 regular meeting as presented. All Aye. Carried.

Hold Public Hearing Motion was made by Stansbery, seconded by Bentley, to open the Public Hearing

For 2019 CDBG set for this time and place for the CDBG application. All Aye. Carried.

Water/Sewer Appl. Diana Johnson from UERPC reviewed the nine points required for the Public

Hearing. No questions were asked and no comments were received. Motion was

made by Gumm, seconded by Bentley, to close the Public Hearing. All Aye. Carried.

Resol #2019-36 Motion was made by Gumm, seconded by Bentley, to approve Resolution #2019-36

Approving the authorizing the submission of the CDBG Water/Sewer Grant Application to Iowa

CDBG Water/Sewer Economic Development for a $500,000 grant towards the WWTP project. All Aye.

Application Carried.

Approve Community City Administrator Nick McIntyre advised this is the revised list we had discussed

Development & at the last council meeting. Motion was made by Stansbery, seconded by Bentley, to Housing Needs approve the list as presented. All Aye. Carried.

Set Public Hearing McIntyre advised the Public Hearing had been set to be held tonight, but due to a

For Storage Shed delay in getting some of the numbers, we need to reset the Public Hearing to April 15

At WWTP at 6pm. We can still proceed with bid letting held on April 10. We will look at both

wood and steel building quotes. Motion to set the Public Hearing for the

Maintenance/Storage Shed at the WWTP for April 15, 2019 at 6:00 p.m. at Council

Chambers was made by Gumm, seconded by Stansbery. All Aye. Carried.

Set Public Letting Motion was made by Granger, seconded by Stansbery, to approve setting a Public

For WWTP Waste Bid Letting for the WWTP Waste Storage Building for April 10, 2019 at 2pm at

Storage Building West Union City Hall. All Aye. Carried.

Resol. #2019-37 Police committee met with our Union rep and then a mediator to revise the contract Approving Teamsters for the police. After discussion of retainage of officers, wages, and benefits within

Union Contract the contract, a motion was made by Bentley, seconded by Smith to approve as

presented. Granger–No; Stansbery–Yes; Gumm–No; Smith–Yes; Bentley–Yes.

Motion carried 3-2.

Change Winers Winers owner Kara Wedemeier has requested a change in her permit to move her

Location on Wine wine sales to UnionLand Feed. Motion was made by Stansbery, seconded by

Permit Gumm to approve as requested. All Aye. Carried.

Next Council Next regular council meeting will be Monday, March 18, 2019, at 6:00 pm

Meeting in Council Chambers.

Adjourn With no further business to bring before the Council, a motion was made

by Granger, seconded by Stansbery, to adjourn. All Aye. Carried.
