Possesion Charge

On February 6, 2019, the Manchester Police Department made traffic stop at the Wal Mart parking lot for erratic driving. During the course of the traffic stop officers suspected the driver was under the influence of alcohol and/or illegal narcotics. Further investigation led to the arrest of the driver for operating while under the influence. The defendant was detained and patted down, which uncovered illegal narcotics on the defendant’s person. The defendant was transported to the Delaware County Jail where he became belligerent and resisted standard jail procedures.

Melvin Earl Liggins (age 31) of Manchester, Iowa



Operating While Under the Influence 2nd offense an Aggravated Misdemeanor

Possession of a Controlled Substance 3rd or Subsequent Offense an Aggravated Misdemeanor

Interference with Official Acts a Simple Misdemeanor
