Council Chambers, City Hall, January 7, 2019, 6:00 P.M.

West Union City Council met January 7, 2019 at 6:00 P.M. at Council Chambers with Mayor Adam Keller presiding, and began with the Pledge of Allegiance.


Attendance Roll call: Present –Smith, Granger, Bentley, and Gumm.  Absent: Stansbery

Approval of the Motion was made by Granger, seconded by Bentley, to approve the agenda

Agenda as presented.  All Aye. Carried.


Approval of the Motion was made by Gumm, seconded by Granger, to approve minutes of the

Minutes December 17, 2018 regular meeting as presented.  All Aye. Carried.


Resolution 2019-34 Motion was made by Gumm, seconded by Bentley, to approve Resolution 2019-34   

Procurement Policy establishing a Procurement Policy as requested by FEMA.  All Aye. Carried.

Approval


Approve Main Street Nick McIntyre asked Council for approval to donate $10,000 as our contribution to

Contribution Main Street program in lieu of bringing the director under our payroll as we had

budgeted for FY18-19.  Motion was made by Gumm, seconded by Smith, to

approve the contribution.  Granger abstained, Rest All Aye.  Carried.


Approve Mayor Mayor Adam Keller presented the list of committee appointments for Council for

Appointments for 2019, keeping the same as last year.  Smith made a motion to approve, Bentley

Council seconded.  All Aye. Carried.


Support to NEIA Motion was made by Gumm, seconded by Bentley, to approve a $10,000 Pledge

Housing Trust Fund to Northeast Iowa Housing Trust Fund towards the 25% match required by Iowa

Finance Authority funding application.  This money is used to assist home

improvements for low to moderate income families within our community.  

All Aye.  Carried.


Review LMI Upper Explorerland has completed the LMI survey which qualifies us to apply for

Survey the CDBG grant.  Results were 51.26% met the low to moderate income level.  This

could be used towards the WWTP project or other infrastructure projects, and is

good for 3 years.


Discuss Cemetery McIntyre presented the changes as discussed for the policies in the cemetery.  After

Policies discussions with other cemeteries, McIntyre recommends staying with just one

digger for graves.  Council would still like to have more options.  McIntyre will

pursue further.  


Discuss Safe Jon Biederman of Fehr Graham advised Council we had looked at this a few years

Crossing At ago, but no funding was available.  Iowa DOT is on board with crossings at the stop

Hwy 150   sign at Highway 18 and 150.  McIntyre has discussed with RC&D and they may be

able to find some funding for us.  Council advised McIntyre to proceed working

with RC&D to see what they can find for funding.  


FY20 Budget McIntyre advised Council we are working on the numbers and will have ready for

next meeting.


Approve December Motion was made by Gumm, seconded by Bentley, to approve the December

Financials financials as presented.  All Aye. Carried.


Next Council Next regular council meeting will be Monday, January 21, 2019, at 6:00 pm

Meeting in Council Chambers.

Adjourn With no further business to bring before the Council, a motion was made

by Smith, seconded by Bentley, to adjourn.  All Aye. Carried.
