Council Chambers, City Hall, December 3, 2018, 6:00 P.M.

West Union City Council met December 3, 2018 at 6:00 P.M. at Council Chambers with Mayor Adam Keller presiding, and began with the Pledge of Allegiance.

Attendance Roll call: Present –Smith, Stansbery, Granger and Bentley. Absent: Gumm

Approval of the Motion was made by Granger, seconded by Stansbery, to approve the agenda, Agenda amending next meeting to 5pm instead of 6pm. All Aye. Carried.

Approval of the Motion was made by Bentley, seconded by Stansbery, to approve minutes of

Minutes the November 19, 2018 regular meeting as presented. All Aye. Carried.

Update on Mallary Hanson of RC&D, gave Council a brief overview of what RC&D is and

River Bluff Scenic the part they play in administering projects on the River Bluff Scenic Byway, which

Byway West Union is a part of. Hanson offered her services to the Council in the way of

Visioning for the Iowa Great Places Application, and also grant writing.

Approve Contract Motion was made by Stansbery, seconded by Bentley, to approve continuing our

With UERPC for contract with Upper Explorerland for administering the Revolving Loan Fund.

Revolving Loan All Aye. Carried.

Approve Sale of Nick McIntyre advised there were 3 sealed bids that came in on the piece of land at

Land to Ambroson’s the WWTP that we do not need. High bid went to Clint and Abbey Ambroson for $2,500. Motion was made by Stansbery, seconded by Bentley, to approve the sale

as presented. All Aye. Carried.

Resolution 2019-29 McIntyre advised the fuel tanks are in and will be filled Wednesday. Mayor Keller

Payment on Fuel will be having an Airport Commission meeting next week to discuss marketing.

Farm to Unified Motion to approve payment #3 for $112,528.83 to Unified Contracting Services

Contracting Services was made by Granger, seconded by Smith. All Aye. Carried.

Approve AFR for Motion was made by Stansbery, seconded by Bentley, to approve the AFR for

FY17-18 FY17-18 with an ending balance of $2,965,575. All Aye. Carried.

Approve Urban Motion was made by Stansbery, seconded by Granger, to approve the Urban

Renewal Report & Renewal Report and TIF Certification for FY2020. McIntyre advised we have 9

TIF Certification for TIF Projects totaling $70,000, of which will all be complete and on the tax roll in

FY2020 the next 2-5 years. All Aye. Carried.

Resolution 2019-30 Motion was made by Smith, seconded by Stansbery, to approve Resolution 2019-30

Approving the Home allowing the City to regulate local procedures where the state laws do not fit our

Rule needs. All Aye. Carried.

Next Council Next regular council meeting will be Monday, December 17, 2018 at 5:00 p.m. in

Meeting council chambers.
