Volga Council

The Volga City Council met at 6:00 pm on Monday, October 8, 2018 in the Volga City Hall for a work session with the purpose of reviewing the City Code for changes to be incorporated into the update, to be approved at a later date. Pete Duff, Mike Howard, Elaine Follon, Jerome Godson and Darren Nading were in attendance.

Mayor Duff called the regular meeting to order at 7:00pm. Council members Mike Howard, Elaine Follon, Jerome Godson and Darren Nading answered Roll Call. Beth Gilana, Sam Lott and Tom Bading were also in attendance.

Public comments: Tom Bading informed Council that the sand diggers were installed in the park.

The Consent Agenda was presented with the following items: 1) Minutes, 2) Claims, 3) Treasurer’s Report, 4) Bank Reconciliation Report – Sept. 2018, and 5) Monthly Budget Report. Follon motioned to approve the Consent Agenda. Godson seconded. All voted in favor. Motion carried.

Beth Gilana requested the City set up a Facebook account to assist in getting information out to the community. Godson motioned for the City to establish a Facebook page and have the Community Development Committee meeting in October to determine guidelines for submission and postings for Council to approve. Nading seconded. All voted in favor. Motion carried.

Tom Bading, Park Board Chair, discussed removing walnut and junk trees in the area where the boat access will be installed at the north end of Main Street. The Park Board is requesting approval to remove the trees and use the proceeds from the trees to defray the costs of placing gravel in the parking area and access path. The junk trees will be cut up and placed in the campground firewood pile. Follon motioned to approve the removal of 8-10 walnut and junk trees and have the proceeds go to the Park Board. Howard seconded. All in favor. Motion carried.

Council reviewed attorney recommendations on the disposal of a portion of Volga Street from North Street intersection to the west. Howard motioned to table the topic until other options are discussed with the city attorney. Follon seconded. All voted in favor. Motion carried.

Council reviewed the definitions and balances in the General Fund, and FY 17-18 enterprise funds. Mayor Duff presented Resolution 2018-18: A Resolution approving Fund Balance Reporting by Governmental Fund Type. Godson motioned to approve the resolution. Follon seconded. A Roll Call vote was taken: Ayes: Godson, Howard, Follon, Nading. Nays: none. Motion carried.

Follon motioned to approve publishing the FY 17-18 Annual Financial Report. Nading seconded. All voted in favor. Motion carried.

Godson motioned to schedule Trick or Treating for Tuesday October 30th from 5-7pm. Follon seconded. All voted in favor. Motion carried.

Howard motioned to relocate the diesel fuel barrel to behind the shop. Godson seconded. All voted in favor. Motion carried.

Council discussed the need for a plan to clean ditches and clean or replace culverts along the streets. A plan will need to be developed to prioritize areas of work, schedule equipment, determine costs, and reseeding.

Follon motioned to approve Department Purchases and Repairs (exceeding $500): Pole Saw (Maintenance):

Library Roof inspection, and up to 3 loads of Road Rock for streets. Howard seconded. All voted in favor. Motion carried.

Delinquent Utilities were reviewed. Lien notices were sent for October 16. Shut off are authorized per City Code after 60 days unpaid balance.

Godson motioned to Adjourn. Howard seconded. All voted in favor. Meeting was adjourned at 9:10pm.
