On 05-14-18, the Dubuque County Sheriff’s Office notified the Dubuque County Board of Supervisors of the desire to purchase Body-Worn Cameras for their deputies. The intention of the program was to assist in evidence collection, improve transparency with the public, and help protect Dubuque County from liability. A Body-Worn Camera grant through the United States Department of Justice had previously been identified and targeted as a possible funding source. At that time, Board members Jay Wickham, Daryl Klein, and David Baker approved the expenditure of county funds to offset the remaining costs for program implementation should the grant request be denied. A Body-Worn Camera grant application was submitted to the United States Department of Justice in May of 2018.

On 09-30-18, the United States Department of Justice Office of Justice Programs notified the Dubuque County Sheriff’s Office of a grant award totaling $57,242.00 to assist in the implementation of a Body-worn camera program. The total cost of the project is estimated to be $114,484.00, with the remaining funds coming from an alternate funding source. With this grant award, this valuable program will be implemented at no cost to Dubuque County.
