Council Chambers, City Hall, September 4, 2018, 6:00 P.M.

West Union City Council met September 4, 2018 at 6:00 P.M. at Council Chambers with Mayor Adam Keller presiding, and began with the Pledge of Allegiance.

Attendance Roll call: Present –Smith, Stansbery, Gumm, and Bentley. Absent: Granger

Approval of the Motion was made by Stansbery, seconded by Bentley, to approve the agenda as Agenda presented. All Aye. Carried.

Approval of the Motion was made by Gumm, seconded by Stansbery, to approve minutes of

Minutes the August 22, 2018 regular meeting as presented. All Aye. Carried.

Approve Liquor Motion was made by Stansbery, seconded by Bentley, to approve liquor license for

License the City of West Union for a downtown Chili and BBQ Cookoff event on October 6

in conjunction with Homecoming. All Aye. Carried.

Approve Pocket Jessica Wegner, Fayette County Public Health, updated council on the progress in

Park becoming a healthier community. She thanked the City for new painted crosswalks and the bike/walk lane on Lincoln Drive. We have been meeting regarding a pocket park, and now have a concept drawing as well as a 3-d picture, Thanks to Fehr Graham, and have discussed Norm Einck’s lot on E. Main. This concept would fit perfectly into beautifying that lot and creating an outdoor placemaking in the downtown area. The 5-2-1-0 program could provide some funding in the renovation, and councilman Bentley offered the NFV Tech students for some components as well. The project would be a great way to have community connection in making it happen. The lot could still remain for sale, and everything in it could be removed. Einck will sell the lot for $7,000, and funding does fit into the Revenue Purpose statement for Franchise Fees. Council would like McIntyre to negotiate the price of the lot. Motion was made by Bentley, seconded by Stansbery, to approve purchase of the lot at no more than $7,000, and proceed with the concept provided. All Aye. Carried.

Street Closing for The Chili and BBQ Cookoff is being planned for October 6th, with kids games,

Chili & BBQ craft beer garden, car show and cruise, and Chili and BBQ cookoff. Would like to

Cookoff close Vine Street from Bank 1st south to the alley by China Kitchen, and Elm Street from the intersection of Vine and Elm east to the crosswalk by McJ’s. Motion to approve was made by Gumm, seconded by Stansbery. All Aye. Carried.

Approve Payment to Scott Johansen advised Ray’s Excavating has finished what we asked. Grass is

Ray’s Excavating starting to grow. Motion was made by Gumm, seconded by Stansbery, to approve pay estimate #7 for the Equalization Basin and UV project for $8,835 to Ray’s Excavating. All Aye. Carried.

Approve Payment to Motion was made by Stansbery, seconded by Bentley, to approve Partial Pay #5 for

Baker for Adams St. the Adams Street Project for $3,756.78 to Baker Enterprises. McElree is fabricating

a rail for Mittlestadt and Norm Einck needs to finish dirt work on his lot, and the

project will be finished. McIntyre will follow up with both. All Aye. Carried.

Approve Payment to Motion was made by Gumm, seconded by Stansbery, to approve Partial Pay #2 to

Visu-Sewer for Visu-Sewer for $89,950.27 for the sanitary sewer repair project. All Aye. Carried.

Sanitary Sewer With the rain we have had, the Sewer Department is seeing success in lower flows

Repairs at the plant. Visu-Sewer found an area with a lot of orangeburg that will need to be

replaced by the homeowners, so change order #2 is a decrease of -$8,486.50.

Stansbery made a motion to approve the change order, Gumm seconded. All Aye.

Carried.

Approve Payment to Jon Biederman, Fehr Graham, advised this is the final payment. Motion was made

Speicher for Sanitary by Bentley, seconded by Stansbery, to approve Partial Pay #4-Final for $2,259.70

Sewer Repairs to Speicher Excavating. All Aye. Carried.

Resolution 2019-05 Motion was made by Gumm, seconded by Stansbery, to approve Resolution

Accepting Sanitary 2019-05 approving the Letter of Acceptance for the Sanitary Sewer Repair and

Sewer Repair and CIIP Lining Improvement, Division 1, Project 16-995. All Aye. Carried.

Next Council Next regular council meeting will be Monday, September 17, 2018 at 6:00 p.m. in

Meeting council chambers.
